Technical Director
Our Technical Director, Mr. Ralph Harvey, has worked as a Systems Acquisition Manager for more than 38 years. His work experience includes 26+ years supporting DOD 5000 system's acquisitions and he has 10+ years of Director National Intelligence (DNI) ICD 105 /now called ICD 801 acquisition experience. Mr. Harvey has work as a System Acquisition Executive (SAE), Milestone Decision Authority (MDA) supporting both the DoD and the DNI. Since 2004 Mr. Harvey has been working as a systems program manager and acquisition subject-matter-expert supporting the development and procurement of DNI and DoD commercial-off-the-self open standards based Software and Information Technology Systems. Projects Mr. Harvey has worked on include: 1) two new start Intelligence Community collections and processing systems; 2) three Department of Homeland Security COTS communications project valued at over $900M; 3) two interactive communication and data intercept projects for Navy customers, and 4) three special use COTS communications projects used to support DoD Special Operations requirements.
Logistics Manager
Mr. Bill Burgess, our Logistic Manager, has over 35 years of experience designing, delivering, and maintaining Command & Control and Communications systems and equipment used to support Intelligence Community (IC) and Department of Defense (DoD)requirements. Projects Mr. Burgess has worked on include:
Mr. Burgess developed and published the first Diplomatic Telecommunications Services (DTS) manual and the first Command and Control Red/Black Installation Manual for equipment installation for the Department of State (DOS).
Mr. Burgess designed Regional SIGINT/Facilities Support centers in Europe and Asia. Supporting this work he supervised engineers, electronic specialists, logisticians and facility support personnel in providing installation, maintenance and repair support to field sites, site equipment and forward deployed customers.
Mr. Burgess provided oversight and direction to (more than 20 people) a IC engineering team that was responsible for purchasing equipment, published installation standards and developing equipment procedures for IC command, control and communications facilities worldwide.
Mr.Burgess designed, built and commissioned twelve (12) OCONUS classified communications facilities used to support IC an DoD Requirement.
Mr. Burgess designed built three (3) quick reaction mobile communication center used to linking field operating units to Intelligence Community headquarters operations centers.
